How do I get a duplicate title in West Virginia?

If the vehicle was last titled in West Virginia

2. Submit the application

If the vehicle was last titled outside of West Virginia

The registered titled owner(s) of the vehicle must apply for a duplicate title through the state in which the vehicle was last titled.
